The Budget Office of the Federation (BOF), non-governmental organisations (NGOs) and civil society are to collaborate on budget monitoring, verification, performance and implementation in the country. BOF's Director General, Dr. Bright Ikongu said on Wednesday in Abuja that there was need to design an incentive scheme to encourage good performance and classification of expenditure into programmes with each objectives explicitly defined.
He pointed out that the civil society and the NGOs are to independently verify budget performance and its implementation as well as the database management population of electronic templates. Ikongu said: “Civil society and NGOs are to provide independent verification of budget performance and implementation. The implementation requires commitment by all stakeholders and the preparation process must be understood and supported by all agents. We will involve all stakeholders at an early stage, promote public hearing during budget discussions, widely publish the outcomes of the budget cycle and actively engage the civil society and NGOs." |
